Safety Improvement Projects

The Safety Improvement Team (SIT) was established in January 2006 by the Projects Safety Leadership Group (PSLG) which had come to realise that injury levels on the railway were unacceptable and an alternative approach was needed.

The SIT is formed from a selection of cross industry personnel and it is remitted to take industry based safety problems and deliver suitable sustainable solutions.

The process of safety improvement makes use of data collection and analysis to support its decision making.

Updates on the current projects for period 6 2011-12 are as follows:

On-Track Plant (OTP)

The On Track Plant Awareness for Site Supervisors project is complete with an output from this being an awareness presentation for site supervisors.


Close Call Reporting

  • The number of organisations, users and events in Close Call System is steadily increasing.
  • Discussions and briefings continue with internal functions and external organisations.
  • The August issue of the survey requesting feedback on the roll out of the E-learning module has been issued. Subsequent surveys will be issued for each of the coming months.
  • The RSSB has made contact with a number of organisations to gain feedback of their experiences of using the Close Call System. 


Lone Working

  • The outputs and recommendations from this project have now got total cross-functional approval so a paper is being presented to Network Rail's Tactical Safety Group in January 2012.

Implementation of Rule Book Tranches

  • An awareness briefing has been confirmed as being required to support the introduction of tranches 4 and 5 in December 2011. The few key changes will be highlighted with some enhanced briefing notes in the awareness brie
  • The development of the awareness briefing has commenced with ideas being exchanged with NDS and Maintenance.
  • The tranche 6 consultation document has been reviewed and will be issued to the working group for comments.

Suite of Environmental Projects for Central HS&E

  • Environmental guidance notes are being developed from the Environmant Agency and Network Rail's Investment Projects suite of environmental documents.
  • The guidance notes being developed include: the safe storage and disposal of used oil and the design of oil separators on surface water drainage systems.
  • These will be issued to the Central HS&E Principal Environmental Specialist for acceptance prior to being made available.



i-COSS Project

  • The team agreed the project remit in Period 6.
  • A trial protocol is being developed to define the extent of the trial.
  • A programme has been agreed with the information being transferred into a project plan.
  • The suppliers supporting the trials are sourcing the relevant hardware and identifying suitable COSSs to participate.
  • Appropriate worksites are also being investigated to provide a reasonable challenge for the trials to be implemented.
